The Talent Development Planning of Wuxi New District under the 12th Five-year Plan calls for the use of the scientific development concept and application of the "Guided by talent, driven by innovation" strategy to make best use of the New Area's business start-up environment, a perfect service and guarantee mechanism for top talented personnel, and professional, individual medical services for top personnel working in the New Area, in the following ways:
Who qualifies?
Academics working more than six months annually in the Wuxi New Area, anyone receiving a special State Council stipend, any state, provincial, or ministerial-level expert, anyone participating in China's 1,000 Talent Program, any participants in Jiangsu province's Plan to Introduce Top Innovative and Entrepreneurial Talent, any participants in Jiangsu province's "333 Project", any other top talented personnel who have contributed a great deal to New Area development.
What does it cover?
1. Purchase of medical insurance, with the district Talent Affairs Office taking care of medical insurance for every qualified person to reduce the risk of accidents and properly settle any related disputes. This covers critical illness, accidents, disease and outpatient services, hospitalization, and other services.
2. Annual medical exam, with the New District Health Service Management Center and other institutions to conducting the exam for any qualified person in the new area.
3. Maintaining health records through an electronic record for top talented personnel with real-time update and an evaluation and related information sent regularly to the person, along with healthcare, nutrition, and sports information and a reminder to take medicines, and keep medical appointments.
4. Short study sessions and tours annually for top talented personnel.
Responsibility
1. The Wuxi New District Talent Affairs Office is responsible for choosing personnel and for their medical insurance.
2. The medical exam in the New District is handled by the New District Talent Affairs Office, in cooperation with the Social Affairs Bureau.
3. As per New Area Social Affairs Bureau instructions, medical institutions in the new district are responsible for the health records of top talent personnel.
4. The New District Talent Affairs Office is responsible for organizing short study sessions and tours.
5. Expenses are to be defrayed from the funds for the talents of the new area.

1. These regulations will apply as of Jan 1, 2012.
2. These regulations will be interpreted by the New District Talent Affairs Office.
