In order to better implement epidemic response measures in the new stage, ensure people's medical treatment and medicine needs, give proper care to elderly and groups suffering from underlying diseases, strive to ensure the general public's health and prevent severe illness, according to the spirit of the conference of the CPC Wuxi Municipal Committee on epidemic prevention and control held on Dec 15 and plans made by local authorities, epidemic response in the new stage will focus closely on "medical treatment and service guarantees". Governments at all levels will work around the clock to ensure full preparedness and spare no effort to ensure that the general public gets through the peak of the epidemic in a safe, stable and orderly manner and to protect the health and safety of the public.
1. Accelerating efforts to coordinate medical resources. We have sped up efforts to stockpile more medical resources for patients in critical condition. At present, the total numbers of beds and intensive care beds at designated hospitals in the city are in accordance with national standards, and an intensive care reserve team has been established. More fever clinics and consultation rooms have been made available, and all 76 hospitals above grade II in the city have set up fever clinics with 183 consultation rooms and 286 convertible fever consultation rooms to facilitate timely and effective medical treatment for citizens. More than 1,500 nucleic acid sampling huts will be transformed into convenient medical service points, providing medical consultations and emergency help for citizens.
2. Promoting the reservation and delivery of supplies. In the face of a recent surge in demand for medical supplies related to the epidemic, relevant departments are making all-out efforts to ensure an ample supply of medicines and consumables needed by medical institutions and the general public. According to statistics, 500,000 N95 masks and 100,000 antigen test kits produced by local enterprises will be put on the market every day, the dynamic reserve of antigen test kits in the city remains at more than 10 million copies, and drug reserves in the retail market and at medical institutions have increased significantly. With the stable production and capacity expansion of follow-up enterprises, the supply of related medical supplies will increase rapidly, and they will be put on the market in an orderly manner every day. We call on citizens to purchase on demand to avoid hoarding and waste, and there is no need for the public to panic.
3. Prioritizing the need of the elderly and groups suffering from underlying diseases. Relying on the "targeted microgrid" project, we can get a clear picture of the base and strengthen categorical management, especially by paying close attention to key groups such as the elderly, pregnant women, people living alone, and people with disabilities and special needs. We have prepared staff for epidemic prevention and control to carry out peer to peer contact and one-on-one assistance. We will ensure a supply of basic drugs and explain policies to the public clearly. We will accelerate the vaccination of the elderly, especially people over 80 years old, to ensure adequate healthcare for special groups.
4. Devoting strong efforts to promoting IT application services. We will upgrade the epidemic prevention zone in the Lingxi app and set up modules such as map (consultation) applications, internet hospitals, home-based quarantine management and appeals, and nucleic acid result inquiries, so as to fully serve citizens' inquiry needs. We will give full play to the consultation and diagnosis and treatment functions of internet hospitals, and require the seven internet hospitals that have opened to ensure that working staff are always on duty and services are always online.
5. Strengthening management of service of institutions for the elderly. Currently, there are 155 nursing homes with 16,400 elderly people living in them, many of whom have underlying diseases, are in vulnerable condition, and have a high risk of getting severely ill after infection. It is necessary to strictly implement the requirements of the closed-loop operation of staff, especially care personnel, and "contactless delivery" of supplies. In the current stage, family visits should be strictly limited with clear explanations so as to effectively ensure the well-being of the elderly in nursing homes.
6. Establishing delivery teams in advance. Market supervision departments should further strengthen communication with takeaway platforms like Meituan and Eleme and give full play to the advantages of a large number of takeaway riders and fast delivery. More than 8,000 full-time riders and crowdsourced riders on takeaway platforms are included on delivery teams to maintain smooth delivery of supplies.
7. Canceling nucleic acid test checks in outpatient departments and emergency rooms at medical institutions. In order to facilitate medical treatment and reduce gatherings in fever outpatient departments, starting on Dec 17, 2022, 48-hour negative nucleic acid results will no longer be required for visits to medical institutions at all levels and of all kinds (the prevention and control policies of high-risk departments such as oral cavity, ENT and hemodialysis will be separately formulated by each medical institution). Emergency departments will establish green channels for patients with acute and critical illnesses, and are strictly forbidden from prevaricating or delaying treatment for any reason.
8. Guarding the territory and fulfilling duties. Party members and cadres at all levels will continue to adhere to the concept that "cadres endure more hardships so that citizens suffer less", strengthen confidence and hold posts with tenacity in accordance with the decisions and plans of the CPC Wuxi Municipal Committee, and work together with medical staff, public security cadres, urban management workers, community workers and volunteers to protect the health and safety of citizens.
