According to the spirits conveyed in “Wuxi Municipal Government’s Suggestions for the Implementation of Returned Overseas Entrepreneurs Introduction Plan”, and “Wuxi Municipal Government’s Suggestions for the Supplement of Returned Overseas Entrepreneurs Introduction Plan”, and in order to well deploy "530" Plan in year 2009, we (Wuxi Municipal People’s Government) made the following implementation scheme.
I Publicity and Recommendation
Wuxi Municipal Government will create a page of “530” Plan on Wuxi Personnel Network, and cooperate with the National Human Resource Department, the National Ministry of Labor and Social Security, and the National Education Ministry to publish “530” Plan-related information. We will also carry out the recruitment of high-level overseas students at abroad to further publicize and recommend the achievements of the city’s "530" Plan and the good entrepreneurship environment of the city, and to further expand the overseas influence and brand effect of Wuxi “530” Plan.
II Declaration Time and Objective
Since January of 2009, Wuxi Municipal Personnel Bureau will be responsible for the online declaration (www.wxrcrs.gov.cn ) and consultation of "530" Plan all year long. The main objectives of “530” Plan’s talent introduction this year are leading entrepreneurial talents who can bring in technologies, projects, assets, teams and innovations and will engage in Wuxi’s three leading industries, namely new energies and energy saving, biology and new medicines, and environmental protection, as well as other industries such as electronic information, service outsourcing, animation design, cultural creativeness and new materials.
Returned overseas talents with the following qualifications can apply for our “530” Plan:
1. Leading overseas students that are now working at abroad and creating businesses with science and technology;
2. Returned overseas students that are currently working (or creating businesses) in other areas of China but intend to create businesses in Wuxi;
3. Returned overseas students that have invested or created businesses in Wuxi since April 15, 2008;
4. Talents that graduate from one of the universities of Wuxi “7+1”Cooperative Alliance among Politics, Production, Teaching and Research (namely Peking University, Tsinghua University, Shanghai Jiao Tong University, Fudan University, Tongji University, Nanking University, Southeast University, Chinese Academy of Sciences, Zhejiang University, Nanjing University of Aeronautics and Astronautics, Nanjing Agricultural University, Nanjing University of Technology), and have worked in a Fortune Global 500 Company of Year 2008 for more than 2 years.
