Interpretation of proposals for Wuxi’s “12th Five-Year Plan”: taking the lead in realizing preliminary modernization
It was determined that Wuxi is to take the lead in realizing preliminary modernization during the “12th Five-Year Plan” period in the Proposals on the Formulation of the “12th Five-Year Plan” by the Wuxi Municipal Party Committee (the “proposals” for short in the following part).
Connotation of an average annual growth of 10% of GDP per capita
It is pointed out in the proposals that Wuxi is always to act as a leader in city development in the Yangtze River Delta Area and even the whole of China in the following 5 years, or it’ll be impossible for Wuxi to taken the lead in realizing preliminary modernization. Therefore, the quantitative target of Wuxi’s economic growth is put forward in the proposals, namely, the average annual growth of GDP per capita in the following 5 years is to reach 10%. However, the expected average annual growth of GDP during the “11th Five-Year Plan” period was 13.4% while the expected average annual growth of GDP per capita was 10.4%. Compared with the latter, does it mean that Wuxi’s development speed during the “12th Five-Year Plan” period is slower than that during the “11th Five-Year Plan” period? The answer is definitely “No”.
Wang Anling, Director of the Research Office of the Wuxi Municipal Party Committee in charge of the draft of the proposals, introduced that the significant increase of GDP during the “11th Five-Year Plan” was due to the greatest increment speed of Wuxi’s permanent population. During those 5 years, the registered population is expected to increase by 140,000 and the permanent population is expected to increase by 800,000. Viewing this year’s situation, the increment speed of migrant permanent population begins to fall and the fall will be sharper with the industrial optimization and upgrade during the following 5 years. In order to realize the “10%”, the promotion of strategic emerging industries and the industrial upgrade of labor-intensive and resource-intensive enterprises need to be highlighted, as well as the optimization of population structure and quality. In this sense, the “10%” is not unapproachable and unreliable.
According to the deeper explanation, the proposal of an average annual growth of 10% of GDP per capita is exceptional, for the “12th Five-Year Plan” period is a key period for Wuxi’s transition development. On the other hand, the economic target not only leaves room for Wuxi’s further transition development, but also reflects Wuxi’s development speed surpassing that of Jiangsu. Seeing from the competition situation of all cities, Wuxi needs to preserve this pace of development.
During the “12th Five-Year Period”, Wuxi is to pay more attention to the improvement of people’s livelihood while boosting the increase of GDP, which is to emphasize people’s wealthy and social progress and focus on the construction of the “Innovative Wuxi” and “Happy Wuxi” based on the healthy growth of economy so as to stimulate Wuxi’s uplifting of development location and expand the construction of a national low-carbon city to city construction concept, resident lifestyle, enterprise recycling economy and other fields. The relevant experts said that it is possible for Taihu New City to take a lead in the exemplary construction of a “Third-Generation City” and the full eco-city system.
It was also pointed out in the proposals that the unit energy consumption and carbon dioxide emissions of GDP during the “12th Five-Year Plan” period is to decrease at 20% respectively compared with those of the previous 5 years, and the major pollutants are to be reduced at 20% based on that of 2010. All these numbers are higher than that of the state and Jiangsu, which indicates Wuxi’s ambition and confidence in the construction of a city full of ecological civilization. The relevant person of the Wuxi Municipal Environmental Protection Bureau disclosed that the following 5 years is a vital period for Wuxi to represent its charming scenery. The methods referred in the proposals are expected to be implemented practically in order to improve Wuxi’s construction of an eco-city and lay a foundation for its initiative realization of preliminary modernization.
