Notice of the Wuxi Municipal People’s Government on Adjusting Support Standards of Extreme Destitute Personnel
All people's governments of cities (counties) and districts, all municipal committees, offices and bureaus and all units directly under the leadership of city,
After reviewed at the 66th Executive Conference of the Wuxi Municipal People’s Government, support standards of extreme destitute personnel will be adjusted. Hereby notify the related matters as follows:
I. Since July 1, 2016, support standards of extreme destitute personnel in Wuxi shall be implemented according to the following standards.
1. Support standard of “Three Noes” citizens in cities and towns of Wuxi shall be uniformly adjusted to 1,240 yuan per person per month. Basic pension and other general and monthly pensions granted by the government for persons of “Three Noes” in cities and towns shall be included into the accounting of pension standard (respecting pension not included).
2. Support standard of “Five Guarantees” of rural areas in Wuxi (centralized and decentralized support) shall be uniformly adjusted to 920 yuan per person per month; regions where execute higher than the standard shall execute according to the higher principle. Basic pension and other general and monthly pensions granted by the government for persons of “Five Guarantees” in rural areas shall be included into the accounting of pension standard (respecting pension not included).
3. Centralized raising standard of orphans in Wuxi shall be increased from 1,600 per person per month to 1,890 per person per month (including the subsidy of 300 yuan per month from the central government and provincial governments); decentralized raising standard of orphans in Wuxi shall be increased from 1,100 per person per month to 1,300 per person per month (including the subsidy of 300 yuan per month from the central government and provincial governments)
II. Expenditure needed for the adjustment of support standards of extreme destitute personnel is still undertaken through the original capital channel.
III. Each region should examine and approve according to application conditions and procedures strictly, carry out dynamic management, increase and decrease in time and make sure that every eligible person can be protected.
IV. Strengthen policy publicity, bring eligible extreme destitute people into the security system in time, carry out concerned and loving services for decentralized supported citizens of “Five Guarantees” in rural areas and citizens of “Three Noes” in cities and towns, and achieve a full coverage.
V. Enhance fund supervision, pay support expenditure on time, enhance fund supervision, account fund for extreme destitute people by special account, earmark the fund for its specified purpose only, ensure full specified amount paid, and guarantee living quality of those extreme destitute people.
