Regulations of Managing the Station Area in Wuxi has been passed by Wuxi Municipal People’s Government in its 45th Executive Meeting on June 3, 2015. Now it is published. It should be enforced since August 1, 2015.

Regulations of Managing the Station Area in Wuxi

 

Article One   In order to enhance the management of the station area in Wuxi and preserve the social public order, the regulations have been made combining the practical situations of Wuxi City according to relevant laws.

 

Article Two   The regulations refer to the management of the station area and other relevant activities.

 

The station area in these regulations refers to Wuxi North and South Railway Station, Wuxi Central Bus Station and their peripheries and underground areas. The detailed ranges are: the west of Qinjian Bridge to Gaodun Bridge of Tongjiang Avenue, the north of Gaodun Bridge to Liangba Bridge, the east of Liangba Bridge to Xingchang Bridge, the south of Xingchang Bridge to Qinghui Road, the east of Qinghui Road to Fengyun Bridge, the south area of Fengyun Bridge to Qingjian Bridge. The areas above don’t include water areas.

 

If the Municipal government changes the range of station area, the regulations should be enforced in the changed range.

 

Railway management institution should be responsible for the management work in the railway control areas according to relevant laws.

 

Article Three   Municipal People’s Government should set up a joint meeting system to coordinate and solve the essential problems while managing the station area.

 

The integrated management institution that is set up by the Municipal Government is the administrative part of the joint meeting system. Municipal Public Security Bureau should be responsible for the detailed work.

 

Article Four   Public Security Bureau, Urban Administrative Bureau, Department of Communication and Transportation, Department of Industry and Commerce, Travel Bureau, Department of Supervising Food and Drug, Municipal Department, Civil Department, the Department of Landscape and the People’s government that the station area belongs to should altogether manage the station area well according to their own duties. And they should accept the arrangement and the supervision from the integrated management institution of the station area.

 

Article Five   The integrated management institution of the station area should set up a system for governing the society. It could encourage and attract public accommodation companies, apartment management companies, operators and individuals in the station area to take part in managing the station area.

 

Article Six   Companies and individuals that are located in or passing by the station area should obey these regulations and help maintain the environmental sanitation, public facilities and the order of road traffic and public safety.

 

Article Seven   The public service facilities should scientific, reasonable and convenient. The information signs should be clear and neat. They should also meet the requirements of relevant laws, and the requirements of the management and service of the station area.

 

Article Eight   The signboards of the companies and individual operators in the station area should meet the requirements of the layout plan of the station area and the standard of city appearance.

 

Article Nine   The station area should build up different responsibility districts for the appearance of the city and the environmental sanitation; The person who is responsible for the city appearance and the environmental sanitation should fulfill his/her duty according to the municipal environmental sanitation responsibility agreement.

 

Owners of buildings, venues and other facilities are the responsible people of environmental sanitation; If the owner has an agreement with the user or the manager of the facilities about the responsibility, then the agreement should be enforced.

 

Article Ten   The behaviors below that are against the regulations of managing the city appearance are prohibited:

 

1  Hanging or piling up objects on the roof, the balcony or outside the window of buildings that are on the sides of the street;

 

2  Putting out advertisement signs without any permit;

3  Piling up objects, building stuff or setting up stalls on the public areas such as roads, squares, grasslands and parking lots, or doing business or work beyond the bounds of its permitted range;

 

4  Putting out business advertisement, carving, painting, scribbling or posting on the trees, the ground , the buildings or other facilities;

 

5  Other doings that are against the regulations of managing the appearance of the city.

 

Article Eleven   Holding charity or business activities on the sidewalks or squares should have the permission and it should be finished within the permitted time and in the permitted area; when the activity or the occupation time is over, the venue should be cleaned and remained as before.

 

Article Twelve   Behaviors below that are against the regulations of managing the environmental sanitation are prohibited:

 

1  Spiting on the floor, public defecation or littering waste such as napkins, cigarette ends, chewing gum, bottles and dead animal bodies;

2  Dumping trash, dregs, wasted water, wasted oil, dejection and so on;

 

3  Burning waste such as trash or leaves;

 

4  Other doings that are against the regulations of managing the environmental sanitation.

 

Article Thirteen   Behaviors below that are against the regulations of managing the road and transportation are prohibited:

 

1  Driving or walking not according to the traffic sings or passing the road that is marked no entry;

 

2  Parking at the place that is not allowed to park or parking at the place that would block the traffic;

 

3  Hitchhiking, wandering , peddling stuff or handing out fliers on the car lines;

 

4  Other doings that are against the regulations of managing the road and transportation.

 

Article Fourteen   Any company or individual should not occupy or dig the road; if they need to occupy or dig the road temporarily, they should have the permission from Public Security and Traffic Department and other relevant departments, and they should take transport safety measures.

 

Article Fifteen    Behaviors below that are against the regulations of managing the road and transport operation order are prohibited:

 

1  Vehicles that do not have the license of doing business are operating;

 

2  Passenger transport shuttle buses stopping or parking not according to the regulations or having passengers get on and off the bus, putting in or taking out luggage at non-station spots;

 

3  Chartered buses accepting passengers that are not included in the contract;

 

4  Taxis not obeying the regulations of managing parking and waiting for passengers; taxis discarding, rejecting passengers or taking other passengers without the permission of the current one;

 

5  Other doings that are against the regulations of managing the road and transport operation order.

 

Article Sixteen   Behaviors below that are against the regulations of managing the business operation order are prohibited:

 

1  Running a business without a business license;

 

2  Forcing people buying or selling merchandises; forcing people providing or accepting services;

 

3  Not marking the product price clearly or not enforcing the fixed price set by the government;

 

4  Using loudspeaker or other loud ways to peddle;

 

5  Other doings that are against the regulations of managing the business operation order.

Article Seventeen   Behaviors below that are interfering the regulations of managing the social order are prohibited:

 

1  Forging, altering or scalping tickets, receipts or other value items;

 

2  Selling or renting pornography such as pornographic books, videos and so on;

 

3  Accommodation, catering, traveling and passenger transport companies or individuals attracting customers or peddling against the regulations;

 

4  Spreading rumors or using other forms to cause chaos;

 

5  Threatening, defrauding, using other people to beg for money or entangling or forcing people to give them money;

 

6  Other doings that are interfering the social order.

 

Article Eighteen   If the workers in the station area find any bums or beggars when they are working, they should report to the salvation institution and ask for help from it; if there is any disabled people, minors, old people or people who have difficulty in moving, worker should guide and escort them to the salvation institution;

 

If anyone has sudden illness, workers should inform the fist-aid center immediately.

 

Article Nineteen   Station area integrated management institution should set up an emergency system that can deal with the public emergency and make overall prediction plans. Local government, relevant departments and companies should make emergency prediction plans according to their own duties and provide regular training and drills.

 

Article Twenty   Station area integrated management institution should make management targets and plans according to the duties of relevant departments and companies and doing the integrated check-ups every end of a year. The results of the check-ups be posted after being approved by the joint meeting system.

 

Article Twenty-one   If anyone breaks these regulations, and the laws have relevant punishments, he/she should be punished according to the laws; if the laws do not have relevant punishments, he/she should be punished according to the following ways:

 

1  If anyone break No 4 in Article Sixteen, which is using loudspeakers or other loud ways to peddle, Urban Administrative Bureau will ask them to correct this behavior and give them a warning; if they continue this behavior after receiving the warning, they will be fined 200RMB-500RMB accordingly.

 

2  If anyone break No 3 in Article Seventeen, which is accommodation, catering, traveling and passenger transport companies or individuals attracting customers or peddling against the regulations, if they continue this behavior after being criticized, they will be punished by the Public Security Bureau according to article twenty-three of The Law of the People’s Republic of China on Penalties for Administration of Public Security.

Article Twenty-two   Relevant departments or staff works in the station area neglect their duties, abuse their authorities or commit irregularities, their superior department should give them administrative penalties; if it is serious enough to commit the crime, prosecution for criminal responsibility shall be undertaken according to laws.

 

Article Twenty-three   These regulations should be enforced since August 1, 2015.
