Implementation Opinions on Lowering Social Security Premiums of the Office of Wuxi Municipal People's Government

 

Municipal (county) and district people's governments, municipal commissions, offices and bureaus, and municipal directly affiliated units,

 

To fully implement the national and provincial decisions and arrangements, earnestly implement the spirits of the Notice of the General Office of the State Council on Issuing and Distributing a Comprehensive Plan for Reducing Social Insurance Premiums (Guo Ban Fa [2019] No. 13) and the Notice of the General Office of the Jiangsu Provincial Government on Printing and Distributing the Implementation Plan of Reducing Social Insurance Premiums in Jiangsu Province (Su Zheng Ban Fa [2019] No. 47), make overall plans to reduce social insurance premiums, improve the social insurance system, steadily advance reform of the system for collecting social insurance premiums, and ensure that employees' social insurance benefits are unaffected and paid in full and on time, based on the actual situation of our city, the following suggestions are formulated:

 

I. Continue to reduce social insurance premiums

 

1. Reduce the proportion of employees' basic endowment insurance premiums paid by units. In strict accordance with the relevant requirements of the state and the province, the proportion of contributions by units to the basic old-age insurance for employees shall be reduced. The contribution rate of enterprises to the basic old-age insurance for urban employees shall be reduced from 19% to 16%. The contribution ratio of government institutions and institutions that participate in the pension insurance of provincial organs and institutions shall be reduced from 20% to 16%. The proportion of individual business and flexible employees participating in the basic endowment insurance of enterprise employees shall remain unchanged at 20%.

 

2. Continue to reduce the medical insurance rate periodically. The policy of reducing the contribution rate of enterprises and units in the basic medical insurance for urban workers to 7% shall be implemented by stages until November 30, 2019. The policy of reducing the contribution rate of supplementary medical insurance units for urban workers to 0.6% shall be implemented by stages until December 31, 2019.

 

3. Continue to reduce the rate of maternity insurance periodically. The policy of reducing the contribution rate of workers' maternity insurance units to 0.8% shall be implemented by stages until December 31, 2019.

 

4. Continue to reduce unemployment insurance rates by stages. The policy of reducing the total contribution rate of unemployment insurance for employers and employees to 1% shall be implemented by stages until April 30, 2020.

 

5. Continue to reduce the premium rate of work-related injury insurance periodically. The policy of reducing the base rate of industrial injury insurance in urban areas by 50% shall be implemented until April 30, 2020.

 

II. Implement the unified social insurance payment base policy of the province

 

Strictly implement the social insurance payment base policy issued by the province according to the unified deployment of the whole province. Starting from July 1, 2019, the upper and lower limits of social insurance contribution base shall be verified according to the average wage of all urban employment personnel weighted according to the average wage of non-private employment personnel in urban areas and the average wage of private employment personnel in urban areas in the previous year, among which, the upper limit and lower limit of the payment base shall be respectively 300% and 60% of the average salary of the urban employment personnel in the whole province. Individual business and flexible employees participate in enterprise worker primary endowment insurance can choose appropriate payment base between 60% and 300% of the average salary of the urban employment personnel in the whole province.

 

IIISteadily advance reform of the system for collecting social insurance premiums

 

The basic endowment insurance and the other types of insurance for enterprise employees shall be levied on a temporary basis in accordance with the current collection system, and the payment method shall be stabilized, and the transfer of management duties shall be properly carried out in accordance with the state's deployment. The departments of human resources and social security, taxation, finance and medical insurance shall strengthen cooperation, steadily promote the construction of information sharing platform, earnestly strengthen information sharing, and ensure orderly connection of collection work. The responsibility for collecting social insurance premiums of government offices, public institutions and flexible employees shall be transferred to the tax authorities as scheduled. Responsibilities for collecting and administering basic old-age care and medical insurance premiums for residents shall be transferred to the position before the collection period this year. Properly deal with the problem of historical arrears of enterprises. In the process of the reform of the collection system, it is not allowed to collect the historical arrears of the enterprise in a centralized manner, and it is not allowed to adopt any practice to increase the actual payment burden of small and micro enterprises, so as to avoid difficulties in production and operation.

 

IV. Establish and improve the organization and implementation mechanism

 

1. Focus on the organization and implementation work. All localities and departments shall attach great importance to reducing social insurance premiums, strengthen ideological understanding, clarify objectives and tasks, strengthen organizational leadership, and implement them to ensure effective results.

 

2. Improve the coordination mechanism. Establish a work coordination mechanism involving the departments of human resources, social security, finance, taxation, medical insurance, etc., and coordinate and reduce the social insurance premiums and the reform of the social insurance premium collection system. All departments shall perform their duties and cooperate closely, strengthen work guidance and supervision, and ensure that all policies and measures are implemented.

 

3. Strengthen the interpretation of policy publicity. Strengthen publicity of the policy of lowering social insurance premiums through various means and from multiple perspectives and at a deep level, do a good job in policy interpretation and answering questions, actively respond to public concerns, and properly guide social expectations.
