On January 4, the Construction Headquarters of Taihu Bay Science and Technology Innovation Town in Wuxi National Hi-tech District (WND) & the Administration Office of Wuxi Taihu International Tech-Park (T-PARK) was founded. Huang Qin, Secretary of the CPC Wuxi Municipal Committee, unveiled the construction headquarters. Bai Changling, member of the Standing Committee of the CPC Wuxi Municipal Committee and Director of the Department of Organization of the CPC Wuxi Municipal Committee, and Jiang Min, Vice Mayor of Wuxi, Secretary of Party Working Committee of Wuxi National Hi-tech District and Secretary of CPC Wuxi New District Committee, jointly unveiled the administration office. The Development Plan of Wuxi National Hi-tech District (Xinwu District) of Taihu Bay Science and Technology Innovation Area (2021-2025) and the Three-year Action Plan of High-quality Development of Taihu Bay Science and Technology Innovation Town in Wuxi National Hi-tech District (Xinwu District) (2021-2023) were officially issued.
WND has 224 engineering technology research centers of enterprises above the municipal level, covering key industries such as the new generation of information technology, intelligent equipment and biomedicine. WND has the most academician workstations above the municipal level in the whole city, namely 34. The proportion of industrial enterprises above designated size with R&D activities in WND accounted for 84.5%. The R&D investment in the whole society accounted for 4.2% of GDP.
According to the five-year development plan, Wuxi National Hi-tech District will seize the opportunity to build the Taihu Bay Science and Technology Innovation Area, build a development pattern of "one town, five clusters and multiple key parks" and implement 8 key tasks such as strengthening innovation capability, optimizing innovation and entrepreneurship environment, training enterprise talent, improving industrial influence, building talent highland, promoting openness and coordination, innovating systems and policies and accelerating industry-city integration. As a result, the Taihu Bay Science and Technology Innovation Area (Wuxi National Hi-tech District) will be built into a core district with innovation-driven development, a source of emerging industries, a habitat for innovative and entrepreneurial talent, a hub area of integrated development by Taihu Lake and a model area of reform and innovation.
The "timetable" and "construction drawings" were clearly defined in the Three-year Action Plan. Wuxi National Hi-tech District will focus on solving problems in innovative research and development, building model science and education bases, accelerating enterprise incubation and integrating scientific and technological services and developing 6 major projects such as innovation capability enhancement, entrepreneurial platform upgrade, innovative enterprise agglomeration, cutting-edge industry development, innovative element agglomeration and urban ecological construction around IoT, biomedicine, intelligent equipment and other directions.
In the development pattern of “one town, five clusters and multiple key parks”, “one city” refers to the Taihu Bay Science and Technology Innovation Town, with main functions such as technology R&D, innovation incubation, government affairs services, science and technology services and talent training. By centering on IoT, life medicine, advanced software, digital creativity and other industries, the Taihu Bay Science and Technology Innovation Town will mainly take the lead in core technology R&D and breakthroughs. “Five clusters” refer to Shuofang (Airport) Science and Technology Industrial Park, Wangzhuang Science and Technology Industrial Park, Jiangxi Science and Technology Industrial Park, Meicun Science and Technology Industrial Park and Hongshan Science and Technology Industrial Park. They will transfer spillover innovative elements and provide necessary space resources for the development of major projects. “Multiple key parks” refer to "16+X" science and technology industrial parks including 16 key industrial parks such as Wuxi (National) Software Park (iPark), Wuxi International Life-Science Innovation Campus (I•Campus) and China Sensor Network International Innovation Park and many key innovation platforms and key incubation platforms.
